04Permanent Establishment (PE) Risk Mitigationالحدّ من مخاطر المنشأة الدائمة

A primary risk in cross-border hiring is inadvertently creating a Permanent Establishment — a taxable presence — for the client inside Egypt. WEM’s structure is designed to mitigate that risk. Outcomes depend on how the client directs and contracts the work, and should be confirmed with a licensed Egyptian tax adviser: من المخاطر الرئيسية في التوظيف عبر الحدود هو الإنشاء غير المقصود لمنشأة دائمة — أي وجود خاضع للضريبة — للعميل داخل مصر. وقد صُمّم هيكل WEM للحدّ من هذه المخاطر. وتتوقف النتيجة على كيفية توجيه العميل للعمل وطريقة التعاقد، ويُنصح بالتأكد منها مع مستشار ضريبي مصري مرخّص:

Egyptian personnel are employed by WEM, not by the GCC client.يُوظَّف الأفراد المصريون بواسطة WEM، وليس بواسطة العميل الخليجي.
No fixed place of business is created for the client in Egypt.لا يُنشأ مكان عمل ثابت للعميل في مصر.

05Egyptian Labour Law 14/2025 Complianceالامتثال لقانون العمل المصري 14/2025

All WEM employment contracts are drafted to comply with Egyptian Labour Law No. 14 of 2025: تُصاغ جميع عقود عمل WEM للامتثال لقانون العمل المصري رقم 14 لسنة 2025:
